The last of those was a 4.8% step-up, effective 10 May 2025, issued under Vietnam Electricity&#8217;s (EVN) Decision 1279\/QD-BCT and holding the average retail rate at VND 2,204.06 per kWh. So the live question for a factory or business owner is no longer whether your rates will move &#8211; they will &#8211; but how much of the bill you can actually control. Under the current time-of-use setup, a meaningful slice of that cost sits in your hands. Manufacturing and business customers in Vietnam are already billed by time of day, with peak rates roughly 2.4 to 2.8 times off-peak. A battery energy storage system can shift flexible load to off-peak hours and carry critical load when the grid fails. For manufacturing customers at 22 kV to below 110 kV, the spread is VND 1,190 off-peak, 1,833 standard and 3,398 peak per kWh. For business customers at 6 kV to below 22 kV it is 1,829, 3,108 and 5,202. Take the business class below 6 kV: its peak rate runs about 2.8 times the off-peak rate. So every kilowatt-hour you pull from peak into off-peak is worth roughly VND 3,504 before you subtract losses and battery degradation.<\/p>\n<p>The mechanism is worth as much as the numbers. Under the rules as they stand &#8211; including the 2026 update under Decree 278\/2026 &#8211; the Vietnam electricity price is checked every three months and only adjusted once the calculated change crosses the regulatory thresholds (at least 2% for an increase). That means rates can rise or fall with fuel costs and EVN&#8217;s own financial position. The sounder posture is to plan for that volatility rather than to anchor on a single fixed number.<\/p>\n<h2><strong><b>Where the money actually leaks in a factory or business<\/b><\/strong><\/h2>\n<h3><strong><b>Peak-hour production<\/b><\/strong><\/h3>\n<p>If your line runs during peak hours, every kilowatt-hour it draws is billed at the peak rate. Shifting batch processes, pre-heating, pre-cooling of air conditioning, or charging to off-peak is the largest and cheapest lever available.<\/p>\n<h3><strong><b>Demand shape<\/b><\/strong><\/h3>\n<p>A high coincident peak also inflates the demand profile the utility sees. Smoothing the peak with battery discharge reduces your visible demand and limits future demand-charge exposure as Vietnam continues rolling out two-part tariff structures.<\/p>\n<h3><strong><b>Outage risk<\/b><\/strong><\/h3>\n<p>Higher prices arrive with a stressed system. Hydropower output fell this year and thermal cover is expensive. A brownout or planned maintenance window on a hot day can damage product, scrap a batch, or stop a line for hours.<\/p>\n<h2><strong><b>What a battery system can and cannot do<\/b><\/strong><\/h2>\n<p>A battery energy storage system gives you three levers: shift (charge off-peak, discharge at peak), shave (clip the coincident peak), and ride through (carry critical load during an interruption). It does not lower the tariff itself, and it will not pay for itself under a fixed-price assumption.<\/p>\n<p>For the shifting case, a first-pass formula that holds up well is:<\/p>\n<p>Monthly savings = (peak rate &#8211; off-peak rate) x kilowatt-hours shifted x (1 &#8211; round-trip loss).<\/p>\n<p>To make it concrete (this is an illustration, not a design value): a factory that moves 5,000 kWh per month out of peak in the business class below 6 kV saves roughly 5,000 x 3,504, or VND 17.5 million a month before losses. Once you factor in about 10% round-trip loss over a ten-year horizon, that is the order of magnitude a system in the 100-200 kWh class is built to deliver. The mechanism reviews the average retail price each quarter and only adjusts it once the calculated change crosses the thresholds. There have been four increases since early 2023, adding up to more than 17%. The safer bet is to plan for that volatility instead of picking a single direction.<\/p>\n<h3><strong><b>Does a battery system work without solar?<\/b><\/strong><\/h3>\n<p>Yes. A battery system can charge from the grid at off-peak and discharge at peak, with or without PV.
